歐洲聯盟（歐盟）執行委員會主席容克9日揭櫫對應中東等地區戰亂難民湧入歐洲的新提案，並敦促歐盟成員國最快在下周同意於2年內將滯留「前線國」希臘、義大利與匈牙利的難民共16萬人重新安置。

歐盟執委會今年5月已揭示重置希、義境內4萬難民方案，新案增加12萬人，旨在緩解兩國與匈牙利的收容負荷，攤配則為希6.64萬人、匈5.4萬、義3.96萬，總經費約7.8億歐元。而歐盟各國內政部長9月14日將於布魯塞爾就此召開緊急會議。

重置計畫屬強制性質，英國、愛爾蘭、丹麥以外的歐盟成員國，須依其人口總數、國內生產毛額、失業率與已處理的難民申請庇護件數，攤派接納配額，而每收容1名難民，將獲歐盟6000歐元補貼。各國若具「正當理由」，得豁免強制1年，但須給付至多占國內生產毛額0.002％的補償。捷克、斯洛伐克、波蘭、羅馬尼亞已表示反對強制配額。

容克在法國史特拉斯堡向歐洲議會發表任內首次咨文，將難民問題列為執委會優先要務。他強調，難民危機攸關「人道與人性尊嚴」，歐盟須採取果決行動，重置16萬難民，各國不得因難民的宗教信仰而予差別對待，且應修法允許他們在庇護申請審核期間就業賺錢。匈牙利總理歐爾班上周曾稱，穆斯林難民湧入，有破壞歐陸基督教根基之虞。

容克也提議建構常設的緊急重置難民體系，俾於未來更迅速處理危機，另修改明定難民一旦進入歐盟，須在首站國登記並申請庇護的《都柏林公約》，讓難以招架的國家與他國分擔收容。
